CHILD AND FAMILY ADVOCATE
for LLANO ISD BOARD of TRUSTEES, Place 5

ABOUT PENNY

My life demonstrates the transformative power of education, especially for children with hardships. I was the oldest of 3 girls, raised by a single father with a 6th-grade education and severe hearing loss. I was the first in my family to graduate from high school. Even with all the hardships, I strived to graduate as salutatorian of my class.  If it wasn’t for the teachers that took a special interest in helping me, I wouldn’t be where I am today.

When I was just 20 years old, my father had been laid-off from his job of 26 years, when he was diagnosed with terminal brain cancer. I became his primary caregiver getting him help and taking him to his cancer treatments at M.D. Anderson.  I arranged his funeral and buried him six months later.

After a time of intense grief, I moved to College Station on my own and eventually graduated with a Bachelor of Science degree from Texas A&M University. After receiving my degree and joining the professional work force, I had a strong desire to continue my education.  While working full-time for the Houston Airport System, I took graduate classes at night, and received my Master of Science degree from University of Houston in Clear Lake.

Besides my dedication to education, I am passionate about giving back to my community by helping vulnerable children. My husband and I became foster parents and welcomed over 30 children into our home over the years. We eventually adopted 2 of our foster children, and have advocated for services to help them cope with their neglect and trauma.

Then later, while serving as a Court-Appointed Special Advocate (CASA) in the Highland Lakes Area, I represented foster children in the Child Protection Court of the Hill Country. I advocated for the child’s best interest, and, when necessary, facilitated additional services to ensure that child’s every need was met.

My experience with children extends beyond my role as a foster parent and CASA.  My husband was a special education teacher and seeing his passion for children with disabilities has helped me learn more about children with special educational needs. I, myself, worked for three years as a substitute teacher in Llano ISD.  Working directly with Llano’s students has fueled my desire to advocate for their needs. With 43% of Llano ISD students categorized as At-Risk and 65% as Economically-Disadvantaged, I feel I understand the plight of our students and working families and can effectively represent the district.

I have also stepped up as an active citizen by serving as a delegate to the Texas Republican Convention, and I’ve even testifying before the House Committee on Human Services. Every time I’m given the opportunity, I’ve fought to ensure that every child has the opportunity to thrive.

With my proven track record of service and dedication, I’m poised to be a strong voice for the students, families, and teachers of Llano ISD. I’m asking for your vote on Saturday, May 4th so I can work to ensure that every child In Llano ISD has the opportunity to reach their full potential.
